Darling, I hope that your’re fine. You know honey, you have changed my life completely. You’re the one who makes me positive. You’re the one who makes me strong. You’re the one who makes me feel so important; you’re everything to me. You show your love to me every day. I thank Buddha that I have found a girl like you. I really wish that you were near me. I wish that I could just call your name sikar tevie when I needed you and that you would be there. Now let’s we continue our discussion, my dear darling. As you know, before the fourth legislative election Cambodia adopted a system of 2/3. But after the political deadlock in 2003 Cambodia has adopted a system of simple majority, or 63 National Assembly seats, for the formation of a government. According to the unofficial result of legislative election in our country, The ruling party CPP may have won a sweeping victory, but I feel that the government could still face a political crisis. As you understand our constitution, Cambodian constitution requires all members from winning parties to swear to form the National Assembly. If the elected parliamentarians from four non-ruling parties [ Sam Rainsy Party, Human Rights Party, Funcipec Party and Norodom Ranariddh Party ] refuse to be sworn in within the next 60 days, the Cambodian government will face a post-election crisis. According to H.E. Sam Rainsy, president of Sam Rainsy Party said that The only one way to avoid a crisis is to reorganize an election throughout the country. But Darling, I think it’s the day dream idea ! There was no law for a second elections. I also wish like you darling, that he and his other three partners should be sport men ! Because when a sport man loses the game, he thinks it’s just a competition. But what he receives from the competition is that He knows his weak points that need to be developed . Hope that, our country shall be formed the new government as soon as possible.
Another topic to discuss with you, the Supreme Court announced its verdict to uphold the judgment of the Appeal Court for the case of breach of trust over selling of the co-ruling Funcinpec Party’s headquarters by Prince Norodom Ranariddh. As you already knew my darling, the prince was sentenced in absentia as he has been in overseas political exile for more than a year. Some political leaders and social observers said that it’s the political issue. It’s funny the Political Issue ! He [ Prince Norodom Ranariddh ] is a politician, so with no doubt to say Yes, why not [ Political Issue ] ! According to the preliminary results the Prince has won a seat at the National Assembly [ But his party has won 2 seats ]. So prince Ranariddh intended to be a parliamentarian in this fourth mandate. But according Cambodian law will prevent him from doing so, because he has received sentence to serve./ Anyway, I wish that He could continue his political career ! I remember that without his effort during the civil war in Cambodia, our country might not be the democratic country like nowadays. I finish this topic.
I want to share my opinion with you, tevie, about the Preah Vihear dispute: According Thai ambassador to the UN said, The United Nations Security Council will discuss the military standoff between Cambodia and Thailand tomorrow [ On Thursday ]. Yes, I think it’s the good news. I hope that the dispute along Cambodian-Thai border will be settled soon. Buddha bless Cambodia ! Khmer heroes, please prevent our territory !

I think of you, my dear krishna ! You are so far away, yet so close in my heart. My heart and my body yearns for you. I love you unconditionally. I have read all your diary note and it is very good. You are perfect for me. You excite me so much; I live for each day I can come there and spend time with you. I have dreams of you and awake aroused. Today I thought of you, I could picture you with me and it was so vivid … I will always be yours. I am truly lucky indeed to have found such a dear, sweet, loving person as you. My dear darling krishna ! Today in Cambodia, people are interested in the legislative election and the tension along Cambodian-Thai border. I want to share my opinion with you:
In this fourth legislative election I learned a lot, darling.
Firstly, I learn what is “ The night of the barking dogs ” . Do you understand ? I explain to you: In Cambodia, the eve of the election [ July 26, 2008 ] is quietly known as “the night of the barking dogs”. The “dogs” – politicians and their henchmen – make their rounds, dispensing gifts and threats, winning votes through fear and favour.
Secondly, I learn some tactics that some parties [ Most often is the Ruling Party ] carry out during elections.
1. Voter list manipulation: Several methods to manipulate voter lists to their
advantage. For example, they can erase the names of legitimate voters,
especially non-supporters. Alternatively, they can keep (or add) “ghost
voters” on the list: deceased people, voters that were registered twice, and
voters that have moved away permanently. They can then use these ghost
voters to inflate their number of votes.
2. Vote Buying:
-The Night of Barking Dogs: It’s my example: During this campaign I received 10000 Riels and one Sarong from the party.
-Buying Other Party Agents: Some party agents [ Most often is the Ruling Party ] will bribe and intimidate other parties’ agents in order to ensure their silence in the face of vote-buying
and ballot counting manipulation.

-Clean Finger Operation
However, now the legislative election was finished. We are waiting for the result. Without doubt darling ! CPP is the Winner. Hun Sen must be the prime minister in our country again. So Prime Minister Hun Sen is enjoying to continued his 28 years in power in Cambodia. ( He should be considered as Robert Mugabe, president of Zimbabwe or Fidel Castro, political leader of Cuba ).
As you know, it’s simple for the losers [ politicians ] to reject the real result. My opinion, If you want to be the politician, you should be the sport man ! Do you understand what I mean ? – It’s so sorry to hear some politicians claimed that every election is unfair ! It’s a fraud election ! and ask to have another election ( sic ). It’s not the first time to hear these complaints, darling ! I wish they are sport men. When they lose the game, they should think it’s simple because their parties have some principles need to be developed or reformed.
As we already discussed in our last letters, Prime Minister Hun Sen should be re-elected without doubt. The result is simple to understand, my dear darling. Not only the infrastructure: Schools, Bridges, Roads, Hospitals,….etc, but also the rapid economic growth, which the International Monetary Fund placed at around 10.5 per cent in 2007. On the other hand, the border dispute with Thailand has also fuelled nationalist sentiment, ensuring victory in the Cambodian national elections for Prime Minister Hun Sen.
Now I finish the topic about the legislative election. I want to share with you around the tension along Cambodian-Thai border:
It’s the second times that the meeting failed to end the long-running border dispute. krishna my darling, I’m pessimistic about the bilateral talks. My opinion, I wish the two governments [ Cambodia and Thailand ] should be mediation at the United Nations in order to continue solving the problem. I’m happy to hear Foreign Minister Hor Namhong said “ We are not angry, not speaking force, but trying to solve the problem peacefully “. It’s XXI century ! No War in Southeast Asia ! We don’t need War.
As A Cambodian, I ask for both countries [ Cambodia and Thailand ] Please Do all what you can to avoid the War. This is very bad thing for the two countries. People would be wounded ! People would be killed ! What we really want is Peace and Harmony for both Cambodia and Thailand.

It’s suprising to tell you that I got the Excellent grade all 8 subjects in the exam. This evening I was told by Dekan [ Rector of Faculty ] that she is going to take my photo to stick in the honourable list with other foreign students when we start our new academic year. What’s a great to see Cambodian student in the list, my lady ! Let’s imagine, — CAMBODIA—- heng krishna—- That’s so fantastic, darling. 2) Gratitude for enduring great pain and suffering.: Gratitude to the mother for enduring the pain of childbirth.
3) Gratitude for letting go of the memory of the pain suffered in giving birth: Gratitude to the mother for replacing her suffering with joy, as soon as she gives birth.
4) Gratitude for mother’s milk: Gratitude to the mother for giving milk to the baby and raising him.
5) Gratitude for sacrificing comfort.: Gratitude to the parents for letting the children sleep in a warm, dry place, even when their area is damp and uncomfortable.
6) Gratitude for cleaning and purification: Gratitude to the parents for cleaning up after the children.
7) Gratitude for providing good food to the children: Gratitude to the parents for giving delicious food to the children, even if they, themselves, must eat unappealing things.
8) Gratitude for the parents’ willingness to go to all lengths for the children : Gratitude to the parents for being willing even to descend into hell for the sake of the happiness of the children.
9) Gratitude for prayers at a distance: Gratitude to the parents for constantly praying for the safety of their children who have gone to live in a distant location.
10) Gratitude for prayers until the last moment: Gratitude to the parents for always continuing to pray for their children’s safety and happiness, even if they, themselves, are dead or alive.

How have you been my sweetheart, tevie ? How about our families ? Hope you and our families are fine. Sorry darling, I’m late to reply to you because these few weeks I have to finish my examination. It remains two subjects. I’m going to enjoy my vocation after these two weeks. I’ll have a lot of free time to chat with you, darling. It’s nice to know that you finished your exam with the good result. tevie ! I miss you so much. I know there’s an ocean between us, and I wish that it weren’t true, for every day when I go to the university I always tell your picture on the wall near my bed that ” tevie my little princess, krishna go to university ! kiss you “. And when I come back home I talk to you again: ” tevie my lovely darling, heng krishna arrives ! kiss you “. You know darling, every time I look to your pictures I miss miss you so much. I wish I didn’t have to miss you. If only you could be with me always. I know I could never be any happier. But then again, I know that the day will come when I will be able to spend my every waking moment with you. I even miss you when I am sleeping! You brought love and laughter to my empty, sad and boring life. My heart had known only emptiness until the day you came and filled my heart to overflowing with your jovial ways. My sweetheart, I agree with you that Prime Minister Hun Sen should be re-elected as the New Prime Minister in the fourth parliamentary election that will be held on July 27, 2008. I support him. I know that he [ Hun Sen ] and his senior officials love our Cambodia like we [ people ] do. However, I’m reluctant to vote for him. My lady in love, do you know, some people say ” even if we are not happy with the government, we cannot vote against it. They are the high authority.” And other people say, ” If you are unhappy with the government, you should vote for another party to let the government know you are unhappy.” Which of these is closer to your view, darling ? I have the willing to see other political leaders with their new principles of governing the country besides Hun Sen. It does not mean prime minister Hun Sen is not the good politician. But I mean that we should give chances to the next generation.
One thing I want to share with you: In the First Cabinet Meeting of the Third Legislature of the National Assembly, July 2004 The Royal Government of Cambodia has placed anti-corruption at the centre of its “Rectangular Strategy” for Growth, Employment, Equity and Efficiency, and Prime Minister Hun Sen has stated that “The key thrust of the Royal Government of Cambodia’s strategy to fight corruption is to take concrete actions that attack the roots of corruption.” But now Where is the Anti-Corruption Law ?
I agree, darling ! ” Angkor Wat temple was built not only a night ” . I hope that our new government will continue to develop the country and do what they promised to do.
tevie my girl in love, I checked the news ” The dispute over the sovereignty of Preah Vihear temple” has been in the headlines in recent days. I want to share some ideas and my sentiments to our national problems. As you know, Buddhism has taught Cambodians to forgive and forget [ do not revenge ] to the point that they can even forget tragic events that involve the loss of thousands of lives and its territory. This principle always in our Cambodian people. As Cambodians we love our country, Cambodia. We don’t want other countries encroach our territory. And I also know that this sentiment is also in the hearts of thai people. We [ Both countries ] believe in Buddhism. Why we hate each other ? Why we against each other ? Why we want to fight each other; for what was called THE GREEDY OF NATION ? Please give us [ Peoples of both countries ] peace and mutual understanding. As a Human ( Not Khmer or Thai ) we called for the withdrawal of Thai troops and khmer troops from the area of the dispute. And settle the problem by discussion around the table not by the force. On the other hand, we are the members of ASEAN. Do you remember: At the First ASEAN Summit in Bali in February 1976, the member countries signed the Treaty of Amity and Cooperation spelled out the basic principles for relations:
* Mutual respect for the independence, sovereignty, equality, territorial integrity and national identity of all nations;
* The right of every state to lead its national existence free from external interference, subversion or coercion;
* Noninterference in the internal affairs of one another;
* Settlement of differences or disputes by peaceful means;
* Renunciation of the threat or use of force; and
* Effective cooperation among themselves.
So please [ Both countries ] find the resolutions by peaceful meaning.

Hi my dear darling, this week I finished my final exam. Everything is Ok. What a wonderful beginning to a vocation ! Soon my classmate and I are going to Ream for our holiday. What’s a fabulous ! These two months I have a lot of free time to chat online, confessing my love thru mails and letters with you. Only this time, I am free to act or to talk with you without fear of upsetting anyone. Thank you, heng krishna. What more can a girl say to the man who opened his heart to her, allowing her to feel the warmth of his love across the great distance that separates them ? You truly have no idea what I feel for you. I try to put this feeling into words, but fail miserably. As the days continue to pass, my love for you continues to grow. I never thought I had the capacity to love anybody as much as I love you right now. I lately read your last letter, darling. Anyway, I can understand what you want to tell me. My darling how can I explain to make you believe that you’re my only love ! I have only one word to confirm what I’m thinking is that “ A man I want to spend the rest of my life is heng krishna, only heng krishna… heng krishna…….heng krishna ! “– Yes, dear I received sms from him [Our friend in Sisowath high school] but I didn’t receive his mails yet. Anyway, everything is ok ! because now we’re the good friends or I can tell you that he is like my elder brother. I agree with you, he is a good man. I told him that He better should be my good brother than my lover. At the end, he accepted it.
Darling, thank you that realized me that on July 27, 2008 in our country, Cambodia has an important event” Parliamentary Election “. It remains only two weeks. I’m ready to choose the new candidate to be prime minister. You know ? As you know, darling I’m a Hun Senian. He should be reelected as the prime minister in the parliamentary election which will be held in the coming days. Darling, Why I support him ? — Actually, I don’t have another choice !
I accept that under the governing of Prime Minister Hun Sen for over a decade our country have been developed from day to day. As you know, Cambodia’s rural areas are home to most of the country’s poor, who face underdeveloped infrastructure and limited access to services. But under the governing of prime minister Hun Sen, a lot of irrigation canals, schools, roads, bridges and… etc have been constructed. In these last few days, our government expressed his potential political activities to propose the Preah Vihear temple for the inscription on the World Heritage List ( UNESCO ). It’s the good result of prime minister’s government. However, there are also many problems in his government. krishna my darling, I’m sure you read our national constitution:
Article 7 – The King of Cambodia shall reign but shall not govern. The King shall be the Head of State for life. The King shall be inviolable.
Article 8 - The King of Cambodia shall be a symbol of unity and eternity of the nation. The King shall be the guarantor of the national independence, sovereignty, and territorial integrity of the Kingdom of Cambodia, the protector of rights and freedom for all citizens and the guarantor of international treaties.
A few weeks ago, I read a statement by Ambassador Julio A. Jeldres, chairman of the Khmer institute of Democracy he wrote that: [....] Bangkok Post in which it is reported that Cambodian Prime Minister has, once again threatened the member of Cambodian Royal Family, because they have dared to express their opinions, as Cambodian citizens and as entitled by the Cambodian Constitution of 1993, on issues affecting the development, reconstruction, sovereignty and national reconciliation of Cambodia. Once again, Prime Minister Hun Sen, has threatened those who do not agree with him or his policies which have led Cambodia to become a failed state, with the loss of their lives by suggesting that “please find a coffin if your intention is to disturb the constitution”[...].
Moreover, nowadays in Cambodia situation of land-grabbing is going worse. Victims [People lost their land] are mostly the rural and urban poor and indigenous people. Land grabbing has and continues to inflict enormous suffering in various forms upon victims, such as the inconvenience of relocation and resettlement, economic and social welfare losses and physical hardship. These forms of suffering are often preceded by threats, intimidation, violence, imprisonment or even death, when victims put up any resistance and/or demand appropriate and just compensation according to their lawful entitlement.
krishna, have you read the book Cambodia’s Family Tree Illegal logging and the stripping of public assets by Cambodian’s elite published by Global witness ? [...] Eight years after Prime Minister Hun Sen pledged to stamp out forest crime, illegal logging continues to erode Cambodia’s most valuable forests. Areas such as Prey Long remain seriously at risk. More than ever, large-scale illegal logging operations, such as the ones described in this report, are the preserve of a relatively small number of people who are relatives or friends of the prime minister or other senior officials[....]. How can we choose him to be our new prime minister, darling ?
In other word, it’s a big problem the Vietnamese are widely dispersed across Cambodia. The government estimates at least 100,000 ( more than ??? ) Vietnamese live in Cambodia but does not divulge how many of them are illegal, nor how many are now fleeing .The status of the Vietnamese in Cambodia has been significantly influenced by relations between Vietnam and Cambodia. I’m worried that Vietnamese in Cambodia can increase the likelihood of protest in the future: significant political restrictions; the transitional nature of Cambodia’s political system; and transnational support from kindred in neighboring Vietnam. It’s the hard question for me to choose Hun Sen as the prime minister. krishna, it’s the dangerous problem that the new government and we, Cambodian should pay attention.

There’s no one who can poke a stick at him. He’s an incredibly astute politician. He controls the army, the police, all forms of security … everyone who has a gun”. All of my friends afraid that If prime minister Hun Sen is reelected as the new prime minister, he will become a dictator. They think that Sam Rainsy and Kem Sokha can stop all national problems: Corruption, Land-Grabbing, Nepotism, Vietnamese Illegal immigration. They are convinced that only Sam Rainsy and Kem Sokha can upgrade the living standard of Khmer people and change our country to the new developing Cambodia. Who know ? Sometimes, they not only change the country, but also the new constitution !- In my point of view, I also support Sam Rainsy and Kem Sokha. But It’s my second choice !
